Here is what is happening.
A ratio compares quantities. A drawing recipe uses 2 blue dots for every 3 yellow dots. Doubling both gives 4:6, the same ratio. Adding two to both gives 4:5, a different ratio. Scaling multiplies every part by the same factor.
