Is every piece a quarter?
Four pieces do not always mean four equal shares.

Here is what is happening.
One quarter means one of four equal parts of the same whole. Equal parts matter. Two quarters make one half, so 2/4 and 1/2 describe the same share.

What you need
A sheet of paper and a pencil.
Fold a rectangle in half, then in half again. Open it.
Shade one of the four equal regions, then a second.
Draw another rectangle with four unequal pieces. Explain the difference.
